The governor's mansion downtown is surrounded by a protection area. Restrictions add value. Property owners would have to get the blessing of the city's Landmarks Commission before tearing down a house, building a new house or making an addition that is visible from the street.

The boundaries of the two districts haven't been established yet, either. The area identified in Bryan's study, though, includes homes in the area generally bounded by Gervais Street, Millwood Avenue, Maple Street, Devine Street and Harden Street. Homes included in the historic district would become more valuable, according to a series of studies done by a University of South Carolina professor. "Folks want to buy and are willing to pay more money to buy into those neighborhoods that have those protections," said John Kilpatrick, who until just recently taught real estate at USC's business school. Kilpatrick looked at home sales in two well-established historic districts in Columbia Elmwood Park and the University neighborhood.

He found that the average historic house sold for 21 percent more than a comparable house in a non-designated neighborhood nearby, according to a report issued last year. His study has attracted national attention and will be presented at the annual conference of the National Trust for Historic Preservation in October. Kilpatrick also did studies in Greenville and Beaufort, as well as six smaller South Carolina cities. Each had different preservation laws in place. Still, he said, "Not once did I find an instance of negative price impacts as a result of historic district designations." That runs counter to a common complaint by nervous property owners who believe restrictions on the use of their property will lower its value.

'Details make the house' Hampton, the city's preservation officer, said the 1974 landmarks law has served the city well. The law is implemented by a nine-person citizen's committee called the Landmarks Commission. The group leaves itself open to occasional criticism by refusing to allow vinyl siding in historic districts and by reviewing a homeowner's exterior-paint samples. "Sometimes those details do get a lot of discussion, Hampton acknowledged, "but, end, it's "Folks want to buy and are willing to pay more money to buy into those neighborhoods that have those protections." Theresa Lifchez has been in front of the Landmarks Commission several times.

A Lexington developer remodeling three houses in Elmwood Park, Lifchez said satisfying the commission is time-consuming but worth the effort. She has come away from recent hearings confused, though, about whether the board's mission is to oversee tasteful renovations or historically accurate restorations. "There are a lot of examples of things in Elmwood Park that I don't think are historically correct," she said. Following the trend. Lifchez is willing to put up with the hassle of design reviews, she said, because a house that carries a historic designation provides an extra allure to buyers.

"It's a she said. "What would Charleston look like if there wasn't a Landmarks Commission in place that dictated even down to the paint choice?" In the new historic districts under consideration, though, the Landmarks Commission might not regulate such details. City officials said they're willing to tailor regulations to each neighborhood. Hubbard's house on Preston Street is covered in asbestos siding. "Clearly, in our neighborhood, vinyl siding would have to be acceptable," he said.

"Siding is not that important (an issue). Putting in a ranch-style house is." John Sproat, a retired history professor and president of the Historic Columbia Foundation, agrees that the city needs to do more to protect its built history. Sproat sees Columbia as being on the verge of a growth explosion, one that could easily erase the architectural connections between generations. "Columbia is kind of a natural place for companies and people who don't want to be swallowed up by a metropolis to locate," he said. "As they come here, of course, that means we're going to become a growth center." Preserving the city's architecture, THE POWER OF AN IMMORTAL.
